The Federation of Ontario Law Associations (FOLA) is pleased to announce the appointment of Rasim “Sam” Misheal as its new chair. With a proven track record in leadership in the legal profession, and a passion for advocacy, Sam is well-positioned to guide FOLA in its mission to advocate on behalf of Ontario’s 46 county and district law associations. FOLA extends its gratitude to outgoing chair Douglas Judson for his dedicated service over the past two terms.
“Sam is an exceptional leader with a deep commitment to the legal profession and the communities we serve,” said outgoing chair Douglas Judson. “His extensive experience in family law, dispute resolution, and advocacy, combined with his dedication to supporting lawyers across Ontario, makes him the ideal Chair for FOLA. Sam’s forward-thinking approach, passion for innovation, and genuine care for the well-being of others will undoubtedly strengthen our organization and the profession as a whole. I have every confidence that under his leadership, FOLA will continue to thrive and address the challenges and opportunities facing our legal community.”
Called to the Ontario Bar in 2007, Sam Misheal is a respected family law and child protection lawyer based in Burlington. He has held leadership roles as Chair of FOLA’s Family Law Section, President of the Halton County Law Association, and Dispute Resolution Officer in Family Court. Beyond his professional accomplishments, Sam is deeply committed to community service, including mentoring young lawyers, volunteering with the Ontario Justice Education Network, and supporting organizations like Big Brothers Big Sisters.
“As Chair, I am committed to fostering a collaborative relationship with government to address the evolving needs of our legal system,” said Sam. “Promoting advancements in legal technology and prioritizing mental health within our profession are key to ensuring a robust, forward-thinking legal community. We must also address the unique challenges faced by rural areas, working to attract and support lawyers in these communities while ensuring the sustainability of our law association libraries as essential resources. Finally, I will champion the digitization of our courts, embracing innovation to enhance access to justice for all.”
Following FOLA’s recent fall plenary, Allen Wynperle moves into the role of First Vice-Chair and Douglas Judson becomes Past Chair. A new Second Vice Chair will be elected by FOLA’s board in December. FOLA thanks outgoing Past Chair Bill Woodward for his years of service and dedication to FOLA.

FOLA is a non-profit organization that represents Ontario’s 46 county and district law associations. Most of FOLA’s members are sole practitioners or work in small firms across the province.
